I looked up the title of the journal for your desired article in the Julien Catalog (http://julien.vermontlaw.edu/) and since the catalog indicates that this journal is not included in our print periodicals collection or in one of our databases, you will need to submit an interlibrary loan request for this article.  Because the VLS library uses custom interlibrary loan accounts, I cannot initiate the request for you. However, you'll just need to follow a few steps found on our "request interlibrary loan" page and the article will arrive within a day or so.
